Slaves execute all plans in memory to update scores once a cycle, thereafter only execute newly mutated plans. PSim multi-threading simplified

Enforced a maximum chain length condition again because an infinite loop is created when it's removed. Used the 99th percentile (71) of number of activities per chain for national population.
