Added assembly-release.xml to playground.

1. Class to sample 20% of vehicles to be used for validation purposes.
2. Class to read in a list of vehicle ids (.txt file) and copy the specified vehicles to a new folder. This needs to be done in order to use the playground.southafrica.freight.digicore.analysis.chain.startTime.StartTimeAnalyser (it takes a folder with xml files as input) for inter- and intra-provincial vehicles.
