removed the Gauteng code that was not using subpopulations

adding a getTypicalLinkCostInfo(linkId,time) to the RoadPricing interface. This is to enforce that there is an answer to getLinkCostInfo(linkId,time,personId=null,vehicleId=null), which is needed in some of the algorithms

first steps towards removing the old non-subpopulation-based code for the Gauteng scenario

this should allow to run the emissions example also with an external config file
