make method public

use the new routing elements in BS simulations

routing elements for using network travel times even when activities are on the "wrong" network

otherwise, getting network speeds for access to pt is too tricky.

script to generate a "multi-modal" network from speeds

to avoid doing it at "prepareForSim", which causes various problems
