Commit [r29554] Maximize Restore History

add sampling parameters for bike sharing stations

looks a little fishy (with 15 initial bikes per station, we get to 1
initial bike per station, which is much less than the 10% ideal case...
not sure how to handle that properly, except by using a 100 or 1000%
scenario)
