use new wrapper instead of TTC in registry

a wrapper for the TravelTimeCalculator, which allows not listenning to all iterations

we do not want to listen to "pseudo" iterations (no traffic == freeflow
speed in the next re-routing!)

move "isPSimIteration" method to config group

retrofit travel times in plans when using teleporting PSim
