Cottbus2KS2010 now creates the BTU model commodities as single dummy-dummy trips to be able to simulate the same population with MATSim as BTU with Cplex

some analysis added for new runs

fixing test which was failing as expected after chaning dynamics for time step != 1.

clean up time step size stuff. Dynamics should be same for timeStep=1, otherwise it is now different

some more changes to lanes test; in particular setting travel time to something non-integer

warn if using time step size != 1 that there are nearly no tests

making sure that test for lanes and for link truly uses same comparison values
