fixed error in dtd: MatricesReader complained about missing world layer attribute which actually had been removed from the MatricesReader / Writer in 2010. Somehow, the dtd was forgotten.

Updates for the module integrating parking with free-floating carsharing. Routing module is added along with the module that is parking vehicles on the network.
