- added some icons
- global network properties are now edited in a separate dialog which can be opened by clicking the little edit button on the upper right corner of the matsim toggle dialog. the export dialog no longer asks for those properties
- the toggle dialog now also offers a preferences button which is linked to the matsim preferences

Updated parking code and started working on stuff for STRC paper.

Charts and otfvis colouring for taxis changed

enable assertions in tests

there was a comment "this should be set to true, but we still have some
tests that don't work otherwise...", which I found quite scary.
Fortunately, tests now pass also with assertions (at least in
org.matsim.*).

allow to set max number of plans per agent and per comp in group replanning config group

number of plans per agent was hard-coded to 10 times the max per
composition, and the maximimum per composition corresponded to the
maxPlanPerAgent parameter of the strategy module, which may have become
confusing.
