simplify configuration of joint mode scoring

enable assertions in tests

there was a comment "this should be set to true, but we still have some
tests that don't work otherwise...", which I found quite scary.
Fortunately, tests now pass also with assertions (at least in
org.matsim.*).

allow to set max number of plans per agent and per comp in group replanning config group

number of plans per agent was hard-coded to 10 times the max per
composition, and the maximimum per composition corresponded to the
maxPlanPerAgent parameter of the strategy module, which may have become
confusing.

group identifier based on a "tie activation probability"

add a proba to break joint plans

previous state: did not care about joint plans. Now possible to enforce
mutating location of all members of a joint plan.

test removal in case of individual limit exceeded

change return type from collection to list

we often want random or first person

use the new static method to group plans

better than previous approach, which was ego-centered

grouping related static methods

for the moment, only randomly group plans given a tie "activation"
probability
