Commit [r27900] Maximize Restore History

new attempt at joint location choice

sampling form an intersection of aproximate space time prisms
deliberately more simplistic than the "time geographic" approach in
LocationChoice (no actual travel time estimation, travel time budget
comes from "best guess", rather then try to guess anchor times and
desired durations, which is impossible)
