Corrected vehicle type-dependent time-of-day toll discounts.

APSTaxiOptimizer initial checkin; ImmediateRequestTaxiOptimizer class->interface, the code moved to TaxiScheduler; minor changes

- the link ids that are drawn on the ways are now also rendered with the selection-color when the corresponding link is selected
- allowed transport modes should now be properly handled when importing and exporting networks
- when exporting networks via the save (or save as) action, the filechooser and export path are set to the associated file
- the default selected export coord system is now set to system which is used by the current network(layer)
- when closing josm, the user is no longer recommended to upload his data. however the possibility to upload a network layer is not yet fully removed
