making GautengContoler_subpopulations use the PassingQ

fixing the VspConfigGroup runtime problem; making the PassingQ configurable; writing freight scoring function in SA playground

some work on various GautengControlers; moving VspExperimentalConfigGroup to ReflectiveModule on the way; removing some deprecated options from VspExperimentalConfigGroup

- extended the presets for matsim links (length and modes can be adjusted; if no length is set, it is automatically estimated whilst no length tag will be added)
- link length will update automatically update when one of its nodes is moved and no length tag is set; moving nodes of a link with length tag will not result in an updated link length
- the offset between two overlapping links can now be adjusted in the preferences (visualization)
- when exporting, the network's capacity period and effective lane width can now be adjusted

Vehice.getDepot() --> Vehicle.getStartLink()

replace all occurences of getVehicleTypes().put() by addVehicleType()

hopefully this closes the series of refectorings following the change in
the Vehicles contract.

Minor updates to freight chain generation. Added boolean argument to adapt certain plans based on subpopulation.
