Revert "proposal to make PlanRouter memorize the vehicle id. don't know how to get config info into this class"

This reverts commit 20e9449f2029c8e8793020c7fd229a6184431a7a.

I am now thinking that we better do this by introducing a new strategy, which combines routing with setting the vehicle.
