differentiate two kinds of rules

aim: make possible to apply "OR" rules only to alters of an agent

use composition in the default plan link identifier

introduce a "composite" plan link identifier

extract PlanLinkIdentifier in its own file

init output directory before the first log messages

fail if the "location" is null during subtour analysis

I had problems with this. Fortunately, I had assertions enabled, which
caused a (difficult to interpret) assertion error.
But whithout that, the previous state just lead to silently ignoring this.
