Commit [r27512] Maximize Restore History

fail if the "location" is null during subtour analysis

I had problems with this. Fortunately, I had assertions enabled, which
caused a (difficult to interpret) assertion error.
But whithout that, the previous state just lead to silently ignoring this.

Add a test that a meaningful exception is thrown
