kai section in southafrica playground changes

re-enabling the central matsim4urbansim tests (they were disabled since jun/13, I do not know why). Repairing broken stuff in the process

First (working) shot at updating the Gauteng population so its using person attributes, and not Id.

- the three actions for exporting, importing and creating new matsim networks have now separate buttons in the tools menu
- the export and import dialog are thinned out to a minimum of a required file path - all other options including exporting defaults can now be adjusted in the preferences menu
- all options that can be adjusted in the preferences menu are saved in the preferences file and do not get lost after terminating the program
- defaults.java and rootdialog.java classes have therefore become obsolete as well as the never used matsimstylesource.java
- the filterdialog.java and mergedialog.java have been removed for now
