change in kai section of southafrica playground

added lines which are, I think, necessary to find dtds and resources in offline mode after they were moved. Possibly, the old locations can be removed, but I can't say if they are still needed somewhere, including e.g. for playgrounds

there now is a working preferences part for matsim in the preferences window. as of today there is no icon yet - the subsection can be found in the lower left on the sidebar by clicking into the blank field. a few preferences regarding visualization and exports are already implemented and should be working. thinned some code out and replaced some of the informations in the defaults.java class to be stored in the local preferences.
