call to List.contains represented important part of simulation time (at
least in small scenarios), increasing with iterations.

more over/underflow check

add an "annealing selector" (decreasing variance with iteration)

to use to select paln to mutate when using coalition selection (lots of
plans per agents. Could observe up to 80 plans per agent. This make
random selection very innefficient)
