implemented a map renderer that paints matsim-links in a matsim-blue color

Changed location of method call for counter.

extend way sorting:
- debugged treatment for neighbouring nodes
- debugged name derivation for relations without "name" tag

Changed run configuration to take arguments.

some cleanup on the way to understand why FLOW_VEH_H does not give the same results as COUNT_VEH

moved test class into test directory to avoid errors on build server

intermediate commit, with too many debug printouts

changes in kai playground

adding more expressive error statements

more bins; also calculating average via simpler method for correctness check
