extend way sorting:
- add treatment for neighbouring nodes (still buggy)
- name derivation for relations without "name" tag

Had a problem with comparing Ids, so I added a test. It turns out the problem was my way of comparing equality - but now there is a test for IdImpl.

not sorting improves computation time a lot, by making lazy computation
actually useful.

lazilly compute incompatible plans

This operation takes almost all the time of the selector, whereas in
most case only a small subset of the plans should be actually tested for
inclusion.
