lazilly compute incompatible plans

This operation takes almost all the time of the selector, whereas in
most case only a small subset of the plans should be actually tested for
inclusion.

the stopwatch is not valid if the same operation is started and ended
several times per iteration (though no warning nor crash happens...)

cache incompatibility groups

start optimizing incompatibility identification

it seems to be responsible for a large part of the computation time for
this selector, itself representing an important part of the time needed
for replanning.

for the calculation of user benefits now a flag defines whether all plans are forced to be considered or not
