Commit [r26006] Maximize Restore History

change implementation of recently added linkSpeedCalculator integration: QueueWithBuffer no longer caps the speed at the links' free flow speed, but takes whatever the LinkSpeedCalculator returns. Otherwise it's not possible to implement a young, dynamic driver who breaks the speed limit from time to time.
