moved addInstallTravelCostCalculatorFactoryControlerListener(); from main class to setUp as this.addInstallTravelCostCalculatorFactoryControlerListener();
this was needed in order to meet BkRouterTest; before IncomeTravelCostCalculatorFactory was never used for this test
