delay can be negative (vehicle is early) or positive (vehicle is behind schedule)

Removed methods ActivityImpl.getFacility() and .setFacility(). Replaced with calls to .getFacilityId() and .setFacilityId(). Now, lookups are required at some places, why ActivityFacilities are added to some methods or classes as parameter for doing the lookup.
