What does the command `python.exe -v -c "from matplotlib import pylab"` say? MPL 0.99.1 contains a bug (#2903460) that crashes the _path module on slow Pentium CPUs (at least when using Python 2.6). A updated installer is available at <http://www.lfd.uci.edu/~gohlke/pythonlibs/#matplotlib>. It might help to add the path where python.exe is installed to the Windows search path.
