#61 Include generator information in autogenerated code

When ATLAS is working, it is a truly wondrous thing.
When something goes wrong, it can be quite bewildering.

It would make it easier for developers to debug their own stuff if header
files and code which is generated by ATLAS included a comment about at
least what program was doing the generation, and preferably what step of
a make file was involved.

I know this would touch a lot of files, but once a system is worked out, it
should be fairly similar from one place to the next.

For example, perhaps passing in something like -DWHERE_AM_I="Tuning
GEMM..." could be the mechanism.

Hopefully in the long run this would mean less work for you. ;->
