If an mp3 file is opened using mp3tagtools (by using
open with from the windows explorer) the name of the
file is passed to the app.

This patch causes the directory holding that file to be
opened automatically by mp3tagtools.

This overrides the InitialPath specified in the ini
file. Also, subdirectory recursion is not used.
