#1 Options to modules

A modules should be able to define options (in the
control section), and some interface should be designed
for the mason-starter script so that those options can
actually be passed on the command line.

First of all, the "site" template should honor a
"languages" option. By default, it should be only
"en:english", and no language-changer should appear on
the site. However, if for example
"en:english,ru:russian" is given, then the site should
be created to use those two languages. (The actual
language of the default site can naturally be english
for both variants, however the controls should be
present for language changing with the appropriate text
on them).
