the socalled mars navigator tool and the settlement map view tool should both be unified in the future so that there will be just "the map" of mars containing all units of the simulation in a sort of scene graph amenable to standard algorithms. different map layers like elevation data, landmark names, mineralogical surveys, climate data, etc. can be imported from various public repositories.
one could reuse parts of existing projects, like celestia for orbits and rendering of planetary bodies, or for example jmars (https://jmars.mars.asu.edu/, http://oss.mars.asu.edu/svn/jmars/), an open source tool written in java for "Mission-planning and Analysis for Remote Sensing" from the mars space flight facility of arizona state university, which accesses and displays lots of interesting mars map layers.
