#6 A.I. problem: trapped and starving to death inside a vehicle within a settlement's premise

I have an instance in which 12 people are trapped inside the vehicle Martian Express.

They are starving to death and unable to do anything.

The location of the vehicle is shown to be only "a few steps" from the cargo garage on the settlement map. See pic.

Their hunger level are above 10,000. But fatigue level are nominal. At the Task column, they are shown either "relaxing" or "sleeping"--can we come up with a different description for their conditions?

Somehow, no one in the settlement initiate a rescue effort for them--Where is the spotter for this colony?

Normally I have seen the AI does rescue missions automatically in many cases...

May be the command and control building should be made functional and be staffed and used for coordinating the rescue effort in cases like this?

The vehicle had a malfunction before but had been repaired. The vehicle condition is at 98% almost perfect.

It's true that there are no more foods inside the vehicle but there are foods in the settlement. Somehow they only bring one EVA for this expedition. One person should at least done it and crawl outside the vehicle asking for help!

[EDIT] note that I've tried starting the Create Mission Wizard to start a rescue mission. However, I got stuck at the last screen (see attached) because it DOESN'T list out the Martian Express as the trouble vehicle that needs to be rescued right away.

    I've noticed this particular bug and have been trying to resolve it for a while during 3.07 development. I think it's currently fixed with revision 2833. If I'm correct, the cause is a weird situation of a vehicle being brought into a garage for maintenance, has an emergency malfunction during maintenance in which a number of people arrive to repair it, then is moved outside again after maintenance with the other people still on board the rover. The people are stuck on the rover without supplies an unable to get back to the settlement. Anyway, I modified the VehicleMaintenance class to check if anyone is aboard a vehicle in the garage before returning it outside again.

    I'm going to mark this fixed for now, but if we see it pop up again I'll reopen it. Please let me know if you see the same or similar bug after revision 2833.

    I recalled having done a few commits to fix VehicleMission/RoverMission so that occupants of a bad vehicle in a settlement vicinity will be able to walk back to the settlement.
