[Mars-sim-developers] 3.1.0 snapshot version uploaded

Hi Scott/Lars,

I just compiled the latest build 3713, name it as
MarsProject_3.1.0_SNAPSHOT_build_3713.zip and upload it onto the following
new folder :

https://sourceforge.net/projects/mars-sim/files/mars-sim/3.1.0/

Note that it doesn't include the source files and it's good for both
windows and macOSX. If you run it in a mac, mars-sim's menu bar will be
shown up on the top of the screen like a native app, instead of loading up
the menu bar on the window frame.
