I want to add a little more detail about the building construction feature that was added in version 2.85. This is the first release of this feature and it includes only some very basic, simple buildings that can be constructed by early settlements. I'm expecting we can add on to the system with more advanced buildings later, much like we've added on to the manufacturing processes.
Construction usually requires a lot of insitu-manufactured materials (bricks, concrete, steel struts, etc) and it may take a while for settlers to build up enough of these construction materials to begin any projects. They usually focus at the beginning on more immediate concerns, such as resources and parts for maintaining the settlement. In the test simulations I've run, the settlers at Alpha Base (the largest default configuration settlement) start construction projects the fifth or sixth months after the simulation starts.
Here are the construction stages/buildings that are configured in version 2.85:
Foundation Stage Frame Stage Building Stage
surface foundation 3m x 2m -> brick bin frame -> concrete storage bin
| -> cement storage bin
| -> mortar storage bin
| -> lime storage bin
| -> carbon storage bin
| -> regolith storage bin
| -> sand storage bin
surface foundation 5m x 5m -> steel frame tower -> wind turbine
| -> small steel frame -> methane power generator
| -> small steel frame -> small sabatier processor
surface foundation 10m x 5m -> array frame -> solar photovoltaic array

subsurface foundation 5m x 5m x 3m -> small brick shed frame -> manufacturing shed
| -> bunkhouse
The construction site requires three building construction missions to complete, one for each construction stage.
It should be fairly easy to add new building construction projects by adding them to the construction.xml file.
