Adding EventFlag keywords to Arduino code

-Updated arduino config files to add eventflags

Updated arduino export script

-Getting rid of superfluous static analysis files... no need for these to be in the repo.
-More improvements to the eventflag API and test code (more pending)

Updating event flag API and docs so that Wait() returns the flags that woke up the thread.

-Added more tests for eventflag
-Completed logic for eventflag IPC/sync object

Improvements to the eventflag API, and some preliminary testing.

Adding prototype event flag blocking object/IPC code.

-Saving message.cpp with ANSI encoding (not UTF-8)

-Adding support for atmega328p based Arduinos (super easy, since both are based on GCC/C++ toolchains)
-Run "export_arduino.sh" to build a zip file containing all necessary kernel source, as well as custom Arduino-specific kernel docs
