Hello Craig,

I am CCing your message to Jue, who is the chief developer of maqview.  
Maybe he could help to compile a Windows version for you. Before you  
get answer back, you could try "make -f Makefile.generic". Be aware  
that you need to install OpenGL and GLUT (freeglut is recommend). I  
have not tried to compile maqview on Windows, but in principle this  
could be done.
