Yes, the layers for the "Atlas World Map" context are not loading for me either. (The Locator Map uses the same WMS to get it's layers). It seems the WMS is down. Other Context layers are loading for me, although they seem to be slower than normal. Comments inline. (IE 6 doesn't seem to be as stable as Mozilla 1.3+ browsers). It is possible that having one layer not loading may stop other layers from loading.
