#6 special character handling

A category from mantis containing an ampersand (&) appears to be double escaped.
The issue seems to be that in several places Mantis uses
htmlspecialchars() function, which translates the & to & so when it
reaches NuSoap, and NuSoap looks to translate & to & we end up with
&.
