#4 Fatal error: 401

I get the following error message when trying to connect
to the Mantis index.php file to get the login page:

Fatal error: 401 in c:\Program Files\Apache
Group\Apache\htdocs\mantis\core\database_api.php on
line 111

I'm running:

Windows 200 Professional
Apache v. 1.3.33
MySQL v. 4.1.11
PHP v. 4.3.11
Mantis v 1.0.0a2

Any insight on this problem would be greatly
