I've patched it so that the default collation is set to utf8_general_ci regardless of what your MySQL installation defaults to. See http://dev.mysql.com/doc/refman/6.0/en/charset-server.html for information on how it is possible for a MySQL to not use utf8_general_ci as the default collation for the utf8 character set. In my opinion, if you are letting Mantis create your database, you probably don't want to know anything about collations, so it'd be best to use a generic default of utf8_general_ci that favours performance over accuracy. You may be installing Mantis (for an English development community) on a server in Sweden that has a MySQL default collation of utf8_swedish_ci. It seems safer to me to use utf8_general_ci in all cases unless the user says otherwise (by manually creating the database themselves). For the future I think it might be a good idea to add some installation documentation that covers database collation settings and how they impact Mantis behaviour. Or possibly a script in admin/ that allows users to update their Mantis database to use different collation settings?
