I would like to be able to add a note to an issue without reopening it.
Is anyone aware of a patch or option which allows this?

There is a threshold for this. There is a point =20
($g_bug_readonly_status_threshold) where a bug becomes read only to =20
meer mortals, but those with an access level above a threshold =20
($g_update_readonly_bug_threshold) can still change them. These =20
default to "RESOLVED" and "MANAGER" respectively.
