In latest 19.0, is there any way to allow a user to view/note (not just
recieve emails) a Private issue in a Private project? If I send a
reminder to a user, they are in the 'monitor' list, but cannot access the
ticket - since it is neither assigned to them, or reported by them.
Any tips (besides making the issue public :))?
