In a nutshell, handler seems to just say assigned, I'd like to know whom it is assigned to.

handler == assigned to
I don't have the full background on what you're trying to achieve, but I
don't think the issue is with the soap api here - mc_issue_get does return
the correct data.
Most likely it's either the way you have setup your bot's config, or a bug
in the bot itself. Did you try to use the '_ASSIGNED_' placeholder for
