Some time ago, when I use 1.1* versions, I (and others) have issues with wrong
word wrap in emails received from mantis.
For example, see #8572 (http://www.mantisbt.org/bugs/view.php?id=8572).
It marked as close by jreese when #10303 realized and all using of str_pad
changed to utf8_str_pad and similar.
But .. now I use 1.2.1, and it has complex logic about utf8 - different when php
has support for mbstring module and has not, functions are defined and redefined
and defined via each other and so on.
I cannot figure out now how it works, but in my emails (contain russian and
english text) it looks as word wrap do not work again.

It is a last comment I enter and a history header.
English text copypasted from thunderbird plugin description and has one wrap
length, russian text I enter obviously has a shorter wrap length.

Is it a regression? Or my local misconfig?
I installed 1.2.0 (same result) and upgrade it to 1.2.1, but don't do any
patching or configuring above basic needs.
How it can be debugged?
