I've updated the doc/RELEASE file for 1.2.9 and 1.2.10.  John, you should be able to release 1.2.10 once you are ready.  Note that there is a release tag already, you can delete it and re-add it.

For the future, can we agree on the committer which adds a noteworthy
change also mention it in the changelog, a la Jenkins? This would cut
down the time needed to prepare a release.
