I like the option of giving plugin owners the flexibility to manage their own project.  I would be happy to look after the admin work for creating plugin projects and assigning the plugin authors the MANAGER rights on such project.

I'd say just let the plugin authors decide on these individually. No
sense in ruling with an iron fist over ... bug categories?

I can only suggest for contacting that we should:

1) Post on the mailing list (done)
2) Blog about this
3) Post on the bug tracker, in the specific issues related to plugins.

And, as above, we should just create the projects and allow the plugin
admins to manage themselves.
