Yes, but hard coded in line with the default values for $g_global_settings.

As you'll appreciate it would be simple enough to check $g_global_settings on the fly to ensure that none were ever set "on screen". Actually, the more I think about it the more I want to go in that direction as it gives the installer/superuser the ability to control exactly what the administrator can set.
