I think what Jon is talking about is to ability to request feedback from another user after you've given your own feedback

Assign ticket to Jon for feedback.
Jon adds a note.
Jon would then like ot assign the ticket back to you, asking for feedback on what they just wrote.

Right now you can't use the "Change status to feedback" (which lets you add a note and set the "Assign to" field at the same time). Using the "Assign To" button directly changes the status to "Assigned". So you must press "Edit", change the "Assigned to" Field directly, and potentially go down the screen to add a note at the same time.
