ZF seems to be the best option right now but they supporting Dojo as their java toolkit

Yeah, but longer term. Unless we don't want to rewrite the app from
scratch, we first need to move all php code out of html pages.

Then the next logical step would be choosing a framework and move code
all the way to MVC so that the View part would give us templates for
free...
