#23 Media Library Auto Monitored Folder Synchronisation

1. Description

If MangaCat is closed and the user adds new files to their monitored folders, MangaCat will not pick up on these files and the user will need to do a file import.

The contract between Media Library Monitored Folders and MangaCat is that all MangaCat supported files in monitored folders should be Managed by the Media Library.

On MangaCat startup, start a task to synchronise Media library with monitored folders. If a file is not in the Media Library, then add it automatically.

This task should be done in teh background but should be configurable.
