MAKENL_NG 3.4.1 stable out now

After months of development, bugfixing, running the hunt for a nasty bug, the MAKENL_NG rev 3.4.1 stable is out now.

This revision is prepared for the longterm ALLOWunpub rollout, that allows nodelist with -Unpublished- in the phone field and the Pvt status flag removed.

LOGFile and LOGLevel makes it unneccessary to redirect logfile outputs. Its now built-in and offers 4 levels of logging:
1. - Normal and error messages
2. - Verbose messages
3. - Debug messages
4. - Severe debug messages

The new parameter FORcesubmit allows sending of segments that haven't been changed to support an up-to-date daynumbering at the next higher distribution level or a coordinator requests a weekly update from his sublevel coordinators.

ALLOW8bit is a new keyword that will cause MakeNL to allow characters above 0x7F in nodelist entries. Normally, such characters are replaced with question marks (?) when the file is processed.
This keyword is disabled by default. To enable it, add ALLOW8bit 1 to your MAKENL.CTL file. This parameter has been first introduced in the 3.3.6 revision.

The project has been set fully under the GNU General Public License Version 2 as the license
that applies to all MakeNL code. See license.txt.
